EAD now has the unique opportunity to review the SoE among all the stakeholders at the sub-national and national levels. Regional and international stakeholders can also provide some valuable input as to best practices and lessons learned.
The main objective of Phase II of the Refinement of the SOE is to assess the data used, provide additional data where needed, reevaluate results and develop an overall refined SoE. Through this process, a model for the successful development of a SoE can be developed. This model could then be applied to the other Emirates with the objective of developing the first UAE SoE.

A State of Environment (SoE) Report is a management tool used by governments and others interested in the environment that analyses the latest information to assess environmental trends. It identifies problem areas and describes important conditions in which it is headed environmentally. The objective of a State of Environment report (SoE) is to increase awareness concerning environmental conditions, and to help understand the relationship between human activities and environmental quality. It also provides a broad basis for improved decision making on environmental matters.
The report covers the Emirate of Abu Dhabi and it is structured around six major themes: Atmosphere, Water, Land, Coastal and Marine, Biodiversity and Waste. Key environmental issues are identified within these themes through data for various core environmental indicators.
